The brackets do sit at an angle. the are higher to the front. this “points“ the rack u/j towards the steering column. they should be the same either side. the rack should be parallel to the road at kerb weight.

I'd be looking at getting those bracket faces as low as possible and angling the rack to keep the flexijoint in the column as straight as possible. The less of an angle you have on the flexible joint the easier it is going to be to steer. If yours are made from the same thickness of steel as mine then the smaller they are the better.

Just started to remove the steering rack from the S2 and notice the brackets the rack mounts sit on are very odd.  The passenger side one is at 90 degrees to the upright and parallel to the horizontal chassis leg.  But the drivers side is almost curved and rises up 20 -25mm at the front edge.  Therefore the rack is not parallel to the ground.  Would it have been this dodgy from the factory, so is this some dodgy modification?  Thoughts welcome.  Should I re-work the drivers side bracket?

After this photo I removed the master cylinder, pedal box and loosened the steering ready to have a trial fit of the AJ V6 3.0.  At last some progress
