i have decided to strip out my dutton and get rid
of any luxuries , so one seat etc
to be road legal, do i need to have my cycle wings fitted . can i have exposed tyres etc

Neil, running open wheels is a bit on the iffy side even if it was allowed. After smashing Dave Taylors windscreen with a bit of loose gravel from the back of the legerra I wouldn't want to run open fronts. When I took the Sierra for its MOT they said it wasn't an MOT fail having exposed tread however it did contravene one of the construction and use regulations that the police like to enforce and was inadvisable.
I'm sure someone can quote the exact ruling but i'm pretty sure the tread of the tyre has to be covered when looking down from the top. If you take the wheel as a clock face i've seen them fitted in all sorts of arrangements, 9 - 12, 10 - 1 or longer ones that do 8 - 1, over 1/3rd of the outer surface...
I have only driven my Melos up and down the road at the back of my house a couple of times but even so I have got stuff thrown into my face, which is why so many Meloses have extended front mudflaps. Without mudguards on your Phaeton then you might need safety goggles.

They are a bif difficult to fit with the front end i got , think its a spitfire set up ....not sure though
